The
Peer Circuit Rider Project (PCR) was initiated in 1999 by
the State of Washington Department of Community Trade and Economic
Development (DCTED), HousingImprovement Unit (HIP) as a partnership
between the unit and the 26 agencies in Washington that provide
low income weatherization services (to see a list of agencies

training and technical assistance at the local level and respond
to specific agency needs as they arise. The project steering
committee is the Technical Development Committee, a
subcommittee of the Weatherization work Group. Each
year the project surveys agencies to determine needs for the
following year, a draft schedule is established and the project
contractor delivers the trainings throughout the state at various
agencies.
